City of Salem Secures More Than $7.2 Million to Advance Decarbonization of Horace Mann Laboratory School

SALEM, MA – The City of Salem and Salem Public Schools are pleased to announce the receipt of a $7,281,822 Transforming Energy in Schools Initiative (TESI) grant from the Massachusetts Department of Energy Resources (DOER) and National Grid. This major investment will fund a comprehensive emissions‑reduction project at the Horace Mann Laboratory School, accelerating the City’s transition toward cleaner, more efficient public buildings.

Last year, Salem received a $5 million Massachusetts Clean Energy Center Green School Works grant for the project, which is also supported through the Massachusetts School Building Authority’s Accelerated Repair Program. Together, these resources will allow the City to pursue full decarbonization of the Horace Mann Laboratory School.

“This investment brings us another step closer to a cleaner, healthier, and more sustainable future for Salem,” remarked Mayor Dominick Pangallo. “By advancing educational investments such as the decarbonization of Horace Mann and building a next‑generation high school, we’re not only modernizing our schools – we’re dramatically reducing our carbon footprint and leading by example in the effort for a safer and more sustainable future. I am grateful to DOER and National Grid for this award, and to the City staff who worked hard to secure it.”

The initiative aligns with Salem’s broader climate and infrastructure goals. Combined with the planned construction of a new, energy‑efficient Salem High School, the City aims to create a net‑zero‑emissions campus at 77 Willson Street, where both the High School and Horace Mann are located. Once complete, this campus is expected to deliver an approximate 30% reduction in the City’s total emissions, marking one of the most significant sustainability milestones in Salem’s history.
