City of Salem Draft Plan Available for Review

SALEM, MA – Salem Mayor Dominick Pangallo today announced the availability of the City of Salem’s Draft Action Plan for Fiscal Year 2027 (July 1, 2026 to June 30, 2027), which outlines priority activities for anticipated Community Development Block Grant (CDBG) and Home Investment Partnerships Program (HOME) funding. The Draft Plan is available for a public comment period, which ends on May 4, 2026 and may be viewed at https://salemma.gov/500/Studies-Reports.

CDBG and HOME funding, provided through the U.S. Department of Housing and Urban Development (HUD), assists income-eligible households and low- to moderate-income neighborhoods through a variety of programs, services and improvements. The draft FY27 Action Plan translates into action the goals and strategies established in the 5-Year Consolidated Plan, which was completed following an extensive public participation process in 2025.
Mayor Pangallo stated, “CDBG and HOME funds allow Salem to complete community and economic development initiatives that significantly enhance the quality of life for its residents. These funds facilitate improvements to infrastructure such as streets, sidewalks, parks, and neighborhood facilities. It’s also used to support local businesses and create economic opportunities. Additionally, these funds support crucial social services programs that encompass a wide range of activities ranging from youth services and food access to housing stability.”
During the public comment period, a public hearing will be held on Thursday, April 9, 2026 at the City Hall Annex, 98 Washington Street, at 6:00 p.m. The purpose of the hearing is to provide an opportunity for Salem community members to comment on the draft plan. Interested parties may also provide written comment addressed to the City of Salem Department of Planning and Community Development (DPCD) by May 4, 2026. Copies of the Draft Plan are available for review at the Salem Public Library, Salem Housing Authority and at the DPCD.
