Outdoor Water Use Restrictions Updated: 11 March 2025

As delegated by the Town of Rockport Public Works Commissioners, the DPW Director has the authority to

enact mandatory water restrictions on outdoor usage as conditions warrant. As spring approaches, Rockport,

along with much of northeastern Massachusetts, is experiencing a critical drought, which require restrictions

placed. Public Works Director, Gary LeBlanc, is implementing the following water restrictions, based on the

current drought status as declared by the Massachusetts Executive Office of Energy and Environmental Affairs

(EOEEA).

This year’s spring season will begin with the implementation of a “Mandatory Conservation” Stage Water Use

Restriction on Nonessential Water Use, as detailed below.

Current Drought Status

The Massachusetts Executive Office of Energy and Environmental Affairs uses five drought classifications.

Rockport is currently in a critical drought, which is the second most severe level. The data indicates that the

region is likely to remain in a critical drought for the foreseeable future. Although there was some precipitation

over the winter, drought conditions have not improved. Groundwater levels are lower than in many years for

this season and our water levels at our primary source is at a lower than normal level for this time of year.

Water Restrictions

As a result, “Mandatory Conservation” Stage Water Restrictions on Nonessential Water Use is now in

effect and will remain in place until drought conditions improve. No outdoor water use is allowed.

• Outdoor watering of lawns, shrubs, plants and landscaping is prohibited at all times.

• The irrigation of lawns and landscaping via sprinklers or automatic irrigation systems and soaker houses

that use town water is prohibited at all times;

• The filling or replenishing of swimming or wading pools with town water is prohibited and

• The washing of houses, automobiles, boats, windows, exterior building surfaces, parking lots, driveways

or sidewalks, and other ground surfaces with town water is prohibited at all times.

• Ornamental fountains using town water may not be operated,

• Residents using well water for outdoor watering purposes must register with the Department of Public

Works and display the sign on their property visible to the street that indicated well water is being used.

The following use may be allowed when mandatory restrictions are in place: Essential DPW and Public Safety

functions as required for asset protection for safety.

Additional Updates

• Hydrant flushing may be postponed this spring, and may be delayed until the drought ends or until it is

needed to improve water quality in the distribution system.

We urge all residents and businesses to be mindful of these restrictions and make efforts to conserve water.
