Salem: The parking lot at 252 Bridge Street, aka, the “Crescent Lot” will be unavailable for public use

SALEM – The parking lot at 252 Bridge Street, aka, the “Crescent Lot” will be unavailable for public use beginning on Monday, December 22, 2025.

At that time, WinnDevelopment and its contractor, Windover Construction, will take over the entirety of the parking lot to begin pre-development work to facilitate the full construction of The Exchange, a 115-unit, mixed-use, and mixed-income building with improved site accessibility and connectivity between downtown and North Salem. During this pre-development phase, Windover will prepare the site for the project, construct a new outfall into the North River, lay the groundwork for concrete placements for retaining walls, footings, the elevator slab, etc., and bring utilities from Bridge Street into the site.

This pre-development work is anticipated to carry over into the new year. Full construction of the project will not begin until Winn purchases the property from the Salem Redevelopment Authority, which is anticipated in late winter/early spring of 2026. At that same time, Winn will purchase the property at 32-34 Federal Street – the Superior Courthouse and the County Commissioners Building. Once Winn has taken ownership of the Federal Street property, the permitted restoration and rehabilitation of the historic courthouses will begin. The first phase of the courthouse project will consist of the full exterior restoration of both buildings, the interior restoration of a portion of the Superior Court, including the Law Library, and the construction of 14 residential units in the County Commissioners Building.

The construction of The Exchange and the project at the historic courthouses will commence simultaneously with a two-year construction timeline anticipated for both properties.
