Manchester-by-the-Sea Police Department To Seek Summons Against Driver Involved in Altercation with Parking Officer

MANCHESTER-BY-THE-SEA — Chief Todd Fitzgerald reports that the Manchester-by-the-Sea Police Department will seek a criminal summons against a driver involved in an altercation with a traffic enforcement officer.
73-YEAR-OLD MAN, OF ANDOVER, will be charged with:
  • Assault and Battery on a Person over 60
  • Intimidation of a Witness
On Wednesday, Aug. 23, a Manchester-by-the-Sea Parking Enforcement Officer reported at about 2:41 p.m. that she had been assaulted while attempting to write a ticket, and that the suspect was driving away. Officers responded to Beach Street at the entrance to Masconomo Park.
Through an initial investigation, officers determined that the man had shoved the ticket into the Parking Enforcement Officer’s chest in an attempt to put it inside their shirt. Officers also determined that the driver tried to stop the Parking Enforcement Officer from contacting headquarters.
A description of the car was broadcast through regional dispatch. At about 3:11 p.m., Middleton Police stopped the driver, who agreed to return to the Manchester-by-the-Sea police station.
Based on a follow-up interview, Manchester-by-the-Sea Police have decided to seek a summons against the driver, whose case will be heard before a Salem District Court Clerk Magistrate at a later date.
These are allegations. All suspects are considered innocent until proven guilty in a court of law. Further inquiries should be directed to the Essex County District Attorney’s Office.
