City of Newburyport Announces Appointment of Wayne S. Amaral as Director of Public Services

NEWBURYPORT — Mayor Sean Reardon announced today that former Deputy Director Wayne S. Amaral will be returning to Newburyport as its next Director of Public Services.

Amaral currently serves as Director of the Department of Public Works for the Town of West Newbury, where he has worked since 2018. His responsibilities also include serving as Tree Warden and Chief Procurement Officer.

“Wayne was selected for his experience, including nearly five years in Newburyport as Deputy Director, his expertise in areas like roadway management and infrastructure improvement, and his ability to approach problems at a systems level and improve services for residents,” said Mayor Reardon. “He brings a customer service mindset to the position and is a dedicated public servant with a very strong work ethic. We look forward to welcoming him back to Newburyport.”

From 2014 to 2018, Amaral served as the Deputy Director of the Newburyport Department of Public Services, where he oversaw operations and supervised functions including highways, facilities, electrical, engineering, water treatment and distribution, wastewater and solid waste collection and treatment, fleet management, and snow and ice operations. Amaral was also involved in the management of personnel, including hiring, discipline, union matters and performance evaluations.

During his previous time in Newburyport, Amaral established the first citywide sidewalk construction standards, a pavement marking maintenance program, and a crack sealing program. He also streamlined the Forestry Division by assigning a trained team to perform all tree tasks and improve the relationship with the Tree Commission.

Amaral also spent over a decade working for the Cambridge Department of Traffic, Parking and Transportation from 1999 to 2014, leaving as Manager of Traffic Operations and Engineering.

“Newburyport is a special community, and I look forward to once again working with the talented staff at the Department of Public Services and across the City,” Amaral said. “I can’t wait to hit the ground running.”

Amaral succeeds former Director Jamie Tuccolo, who left the position on March 3.

Amaral was selected at the end of a search process that was officially started in January 2023 and was overseen by the Collins Center of UMass Boston, a municipal executive search firm.
