<p><em>Friday, September 25th</em></p>
<p><strong>Salem</strong> – Mayor Dominick Pangallo, in partnership with Salem’s local attractions, museums, and Salem merchants, is pleased to announce that this Halloween’s “Mayors Night Out” will take place on Friday, September 25, 2026. Trick or Treating kicks off on the Pedestrian Mall at 5:30PM by the big fountain.  As the City commemorates its quadricentennial anniversary throughout 2026, Mayor’s Night Out this year serves as a Salem400+ signature event, and an especially fitting way to welcome Haunted Happenings season to Salem.</p>
<p>Participating museums and attractions will open free of charge to Salem residents at times throughout the day (note times associated with each attraction below). Residents must provide a photo identification showing proof of Salem residency to gain free admission. Students may use a school identification card, bus pass, or a Salem Public Library card.</p>
<p>As part of Mayor&#8217;s Night Out the Museum Place Mall Garage and the South Harbor Garage will offer free parking to Salem residents after 2:00 p.m. (proof of residency will be required when you exit the garages).</p>
<p>“Mayor&#8217;s Night Out has become a treasured tradition for Salem residents,” said <strong>Mayor Pangallo</strong>. “October is a busy time for our businesses, and this is their way to say thank you to our residents, offering a day that lets our locals enjoy Halloween before the month officially kicks off. This year, as we commemorate Salem400+ throughout 2026, this beloved event is an especially meaningful opportunity to center the Salem community and local families before things get especially busy downtown. I appreciate Salem’s business community for embracing this tradition each year, the City staff who work so hard to coordinate all the details, and the community for coming out to participate.  Thanks to all who take part in this special event. I am excited to greet all the trick-or-treaters as Mayor!&#8221;</p>
<p>There are businesses throughout downtown participating, including a number at Pickering Wharf, and residents are encouraged to visit businesses throughout our community’s downtown neighborhoods.  There is still time to be added to the list and join the fun. Any businesses interested in participating should reach out to <a href="mailto:jfiske@salem.com">Jeremy Fiske</a>, Special Events Manager for the City of Salem, in the Mayor’s office for details.</p>
<p>The Salem law firm of Mazow | McCullough, PC, Broad Smiles Pediatric Dentistry, Peabody Essex Museum and National Parks Service will be on hand with some extra special surprises.  Creative Collective and their friends from the Good Witch of Salem will be returning to Mayor&#8217;s Night Out, bringing along their signature photo backdrops and candy, along with some fun surprises.</p>

<p><strong>GLOUCESTER, MA. (September 2026)</strong> – The Cape Ann Museum and the Fiesta 100 Photo Committee, along with Cape Anncestry, are asking families to submit Fiesta photographs for <em>Fiesta at 100: A Community Photo Album</em>, an exhibition marking the 100th anniversary of the St. Peter’s Fiesta in the summer of 2027. Submissions are open now through December 31, 2026. The exhibition will be on view during the 2027 Fiesta at a location to be announced and will be complemented by a companion display at the Cape Ann Museum providing additional historical context and exploring the Fiesta’s significance within the cultural life of Gloucester.</p>
<p>&nbsp;</p>
<p>The upcoming exhibition revives and expands upon a photographic display first presented to the public in 1992. Originally hosted in the building that now houses Oak to Ember restaurant, that exhibit was organized by the Gloucester Young Men’s Coalition, an offshoot of the Gloucester Prevention Network. It featured more than 600 photographs gathered from the community, documenting the rich history and traditions of the Fiesta, including novenas, the procession, the altar, the Blessing of the Fleet, sporting events, and carnival festivities. For the centennial exhibition, this original collection will be augmented by new images submitted by local families.</p>
<p>&nbsp;</p>
<p>The 2027 project is being led by Joe Palmisano and Jamey Burnham, both of whom were instrumental in the 1992 exhibit. They are working in partnership with Fiesta 100 and Cape Anncestry, a community initiative dedicated to preserving and celebrating the diverse immigrant and ethnic experiences of Gloucester residents.</p>

<p>Reflecting on the project’s impact, Joe Palmisano noted: &#8220;Organizing the 1992 exhibit was a true privilege. Families entrusted us with treasured photographs that had often never left their homes. I am honored to participate in this project once again to capture a full century of St. Peter’s Fiesta traditions.&#8221;</p>

<p>Collaborating with the organizers and the Museum are students from Gloucester High School, including members of the graphic arts department who will contribute to the exhibition’s research, design, and interpretation.</p>

<div><b>ESSEX – </b>Governor Maura Healey today delivered $300,000 in direct financial relief to North Shore shellfish harvesters that lost income during the emergency shellfish closure caused by the Haverhill sewer overflow.</div>
<div></div>
<div>The relief program, administered by the Massachusetts Division of Marine Fisheries (DMF), was created following the 12-day closure to help cover the maximum estimated value of shellfish that could have been harvested from the affected growing areas during that period.</div>
<div></div>
<div>Governor Healey met with local shellfish harvesters at Woodman’s of Essex, a longtime North Shore seafood restaurant and family business known for its soft-shell clams, to hear directly about the impact of the closure and deliver relief checks.</div>
<div></div>
<div>“When the sewer break forced shellfish beds to close during one of the busiest times of the year, we told these harvesters that we would have their backs,” said <b>Governor Maura Healey</b>. “Today, we’re delivering on that commitment. These are hardworking families and small businesses that are an important part of the North Shore’s economy and way of life, and we’re going to keep supporting them, protecting this industry and giving them more opportunities to get out on the water and earn a living.”</div>

<div>“Shellfishing is a way of life on the North Shore, but it’s also an iconic business that supports families, local restaurants, and our coastal communities,” said <b>Department of</b> <b>Fish and Game Commissioner Tom O’Shea.</b> “This relief helps make up for days these harvesters lost and helps keep an important part of our blue economy working.”</div>

<div>“Here at DMF, our responsibility is to ensure Massachusetts shellfish are safe, healthy and delicious,” said <b>DMF Director Dan McKiernan. </b>“A key part of this mission is working diligently to protect public health and support our shellfish harvesters. We are proud to deliver this critical funding and committed to helping our shellfish industry thrive for generations to come.”</div>

<div>On June 29, DMF issued an emergency closure of <a id="m_4048203475729357253OWA7d4f3fc0-3130-1fe9-1346-8a63181d40ba" href="https://www.mass.gov/info-details/shellfish-classification-areas" target="_blank" rel="noreferrer noopener" data-saferedirecturl="https://www.google.com/url?q=https://www.mass.gov/info-details/shellfish-classification-areas&amp;source=gmail&amp;ust=1789511473779000&amp;usg=AOvVaw3rvbsZi9zDhO6lgu3AEGu0"><b><u>shellfish growing areas N1—N14</u></b></a> in Gloucester, Newburyport, Essex, Ipswich, Newbury, Rockport, Rowley, and Salisbury due to the sewer overflow in Haverhill. The closure was required to protect public health and comply with national shellfish sanitation standards.</div>
<div></div>
<div>As water quality improved, DMF tested shellfish from affected areas for indicators of contamination. Those tests came back negative on July 9, allowing the most active shellfish areas to move out of the extended emergency closure and reopen as weather conditions allowed.</div>
<div></div>
<div>Governor Healey is working to give North Shore shellfish harvesters more days on the water by investing in clean water and shellfish research to safely reduce closures.</div>
<div>Last week, the Governor <a id="m_4048203475729357253OWA31e9ac15-7336-3209-579a-aac8d7f28c3f" href="https://www.mass.gov/news/governor-healey-expands-access-to-shellfishing-on-the-north-shore" target="_blank" rel="noreferrer noopener" data-saferedirecturl="https://www.google.com/url?q=https://www.mass.gov/news/governor-healey-expands-access-to-shellfishing-on-the-north-shore&amp;source=gmail&amp;ust=1789511473779000&amp;usg=AOvVaw2juih5BxxF2FSd5YyuG5yl"><u>announced</u></a> expanded access to shellfish harvesting in Plum Island Sound after two years of study by DMF that found significant improvements in water quality. The updated requirements will cut rainfall-related closures by more than half in most of the Sound and could give more than 200 commercial shellfishers an average of 72 additional harvesting days each year.</div>

<div>The Administration is also continuing to invest in the water infrastructure communities need to prevent pollution and protect drinking water. Following the Haverhill sewer force main break, Governor Healey called for continued federal investment in the Clean Water and Drinking Water State Revolving Funds, which help communities modernize aging water and sewer systems and protect water quality.</div>

Since its launch, the Salem Skipper has provided over 630,000 rides, improving connections to jobs, housing, healthcare, shopping destinations, and regional transit services. <u></u><u></u></p>
<p class="m_6443995278235702656xmsonormal">&#8220;This new funding will help us continue to offer an affordable and innovative transit solution here in Salem,&#8221; said <b>Mayor Dominick Pangallo</b>. &#8220;The Salem Skipper helps people get where they need to go affordably and conveniently. Per state law, the City is required to seek competitive bids for the service, as the current contract with Via approaches its September 30 expiration date. A Request for Proposals was published by the City this Summer and City staff are currently evaluating the responses to select the next operator for the Salem Skipper. <u></u><u></u></p>

<p>BOSTON – A state leader of Trinitarios pleaded guilty yesterday to racketeering charges, including his participation in two murders and two other attempted murders.</p>
<p>Ery Jordani Rosario, a/k/a “Racacha,” 34, pleaded guilty to conspiracy to conduct enterprise affairs through a pattern of racketeering activity, more commonly referred to as RICO conspiracy, and conspiracy to distribute and possess with intent to distribute controlled substances. U.S. Senior District Court Judge Nathaniel M. Gorton scheduled sentencing for Dec. 10, 2026. Rosario was charged <a href="https://www.justice.gov/usao-ma/pr/nearly-two-dozen-trinitarios-gang-members-charged-rico-conspiracy-state-leader-charged">in February 2025</a>.</p>
<p>The Trinitarios is a violent criminal enterprise comprised of thousands of members across the United States. The Trinitarios adhere to a Magna Carta, employ an internal hierarchy to coordinate and execute violence, and undertake extensive efforts to maintain the secrecy of the organization and its members. In Massachusetts, the Trinitarios are alleged to have a state leadership, and multiple local Chapters in the cities of Lynn, Lawrence, Haverhill and Boston.</p>
<p>Rosario was one of the leaders who convened a gang meeting on Dec. 1, 2024. During the recorded meeting, Rosario and other chapter leaders of the Trinitarios discussed the reorganization and restructuring of the Trinitarios chapters, including the need for members to pay dues and contribute to the gang’s operations. The leaders discussed the need to have money on hand to help members who commit shootings and to fund a war against rival gang members. They also discussed the potential violence that will be visited upon members who betrayed the gang.</p>
<p>Rosario also admitted to his participation in an August 2021 shooting outside of a department store in Salem, Mass. During this incident, Luis Jeffrey Santana and other Trinitarios members confronted two victims they believed to be rival gang members and engaged in a verbal altercation with them in the store. The Trinitarios and victims separated, exited the store and proceeded in different directions. The Trinitarios members, however, called for reinforcements who arrived shortly thereafter. The victims proceeded to their vehicle and as they turned out of the parking lot, a black sedan driven by Ery Jordani Rosario containing multiple Trinitarios pulled up and a shooter began firing multiple rounds at the victims. At the same time, a second vehicle pulled out and blocked traffic while the shooting took place.</p>
<p>During today’s court proceedings, Rosario admitted to his membership and leadership in the gang. Photographs and videos recovered in the investigation showed Rosario wearing Trinitarios beaded necklaces, making Trinitarios gang signs with his hands and associating with other members and leaders.</p>
<p>In <a href="https://www.justice.gov/usao-ma/pr/nearly-two-dozen-trinitarios-gang-members-charged-rico-conspiracy-state-leader-charged">February 2025</a>, federal racketeering charges were unsealed against 22 leaders and members of the Trinitarios. The charges were the result of a multijurisdictional investigation, which began in the aftermath of four murders as well as a series of attempted murders and shootings that took place in Lynn in 2023, allegedly committed by the Trinitarios criminal enterprise and its members. On <a href="https://www.justice.gov/opa/pr/twenty-six-trinitarios-gang-members-charged-rico-conspiracy-related-five-murders-after">June 9, 2026</a>, additional federal racketeering and drug charges were unsealed charging 26 additional leaders, members and associates of the Lawrence, Haverhill and Boston Chapters of the gang. According to court documents, members of the Trinitarios have allegedly participated in at least fifteen murders in Essex County since 2017. Since 2025, a total of 56 leaders, members and associates have been charged in federal court.</p>
<p>The charge of conspiracy to conduct enterprise affairs through a pattern of racketeering activity (also known as “racketeering conspiracy” or “RICO conspiracy”) provides for a sentence of up to life in prison, five years of supervised release and a fine of up to $250,000. The charge of conspiracy to distribute and possess with intent to distribute, a controlled substance (also known as drug conspiracy) provides for a sentence of up to 20 years in prison, at least three years of supervised release and a fine of up to $1 million dollars. The defendant is subject to deportation upon completion of any sentence imposed. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.</p>
<p>United States Attorney Leah B. Foley; Jeff Grimming, Acting Special Agent in Charge of Homeland Security Investigations in New England; Ted E. Docks, Special Agent in Charge, Federal Bureau of Investigation, Boston Division; Essex County District Attorney Paul F. Tucker; Massachusetts State Police Colonel Geoffrey D. Noble; and Lynn Police Chief Christopher P. Reddy made the announcement today. Valuable assistance was provided by the Manchester, N.H. Police Department and the U.S. Attorney’s Office for the District of New Hampshire. Assistant U.S. Attorney Philip A. Mallard of the Organized Crime &amp; Gang Unit is prosecuting the case.</p>
<p>This case is part of the Homeland Security Task Force (HSTF) initiative established by Executive Order 14159, Protecting the American People Against Invasion. The HSTF is a whole-of-government partnership dedicated to eliminating criminal cartels, foreign gangs, transnational criminal organizations, and human smuggling and trafficking rings operating in the United States and abroad. Through historic interagency collaboration, the HSTF directs the full might of United States law enforcement towards identifying, investigating, and prosecuting the full spectrum of crimes committed by these organizations, which have long fueled violence and instability within our borders. In performing this work, the HSTF places special emphasis on investigating and prosecuting those engaged in child trafficking or other crimes involving children. The HSTF further utilizes all available tools to prosecute and remove the most violent criminal aliens from the United States. HSTF Boston is comprised of agents and officers from HSI, FBI, DEA, ATF, USMS, IRS-CI, USPIS, DOL-OIG and DSS, as well as several state and local law enforcement agencies, with the prosecution being led by the United States Attorney’s Office for the District of Massachusetts.</p>
<p>This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s <a href="https://www.justice.gov/OCDETF">Organized Crime Drug Enforcement Task Forces</a> and <a href="https://www.justice.gov/PSN">Project Safe Neighborhood</a>.</p>

<p>ESSEX — Manchester-by-the-Sea and Essex Police worked together to arrest and charge an 83-year-old man with lewd conduct in the Cathedral of the Pines recreation area and are continuing patrols in the area in response to community concerns.</p>

<p>DIETER LUTZ, age 83, of SPRINGFIELD, was arrested and charged with:</p>

<li>Lewd and Lascivious Conduct</li>
<li>Accosting or Annoying Another Person</li>
</ul>
<p>On Tuesday, Sept. 8, Manchester-by-the-Sea Police responded to the recreational area that spans both Essex and Manchester-by-the-Sea to investigate a report of a man who grabbed another man and behaved inappropriately.</p>
<p>&nbsp;</p>
<p>Officers did not locate anyone on Tuesday, but on Wednesday returned to the area along with Essex Police to investigate ongoing reports of inappropriate activity among people who gather in the area.</p>
<p>&nbsp;</p>
<p>An Essex detective walked into the wooded area alone, and was approached by LUTZ, who touched himself inappropriately, requested sexual activity, and touched the officer&#8217;s arm. The detective took LUTZ into custody at the scene.</p>
<p>&nbsp;</p>
<p>Essex and Manchester-by-the-Sea Police will be patrolling the area, as community members have reported ongoing inappropriate activity.</p>
<p>&nbsp;</p>
<p>LUTZ is scheduled to be arraigned Friday in Gloucester District Court.</p>
