Essex County D.A.’s Office: Deceased and Missing Men Identified Following Boat Incident Off Manchester-by-the-Sea

MANCHESTER-BY-THE SEA – The Office of Essex County District Attorney Paul F. Tucker can confirm that the man who was declared deceased following a boating incident off Manchester-by-the-Sea’s Singing Beach was Carl Potter, 67, of Beverly. Another man on the boat who has not been found has been identified as James Wolcott, 37, of Hamilton. The third man on the boat, a 65-year-old man, remains hospitalized; in protecting his privacy, his name will not be released at this time. The three men, as well as a dog which was recovered alive, were aboard a vessel which was reported in distress shortly before 4:30 p.m. on Saturday, October 3.

The incident remains under investigation.

The response and extensive search and rescue efforts which took place throughout Saturday and Sunday included the U.S. Coast Guard Station Gloucester, Coast Guard Air Station Cape Cod, Boston Harbormaster, Salem Harbormaster, Beverly Harbormaster, Manchester-by-the-Sea Harbormaster, Gloucester Harbormaster, Massachusetts State Police, Gloucester Police Department, Beverly Fire Department and its dive team, the Massachusetts Environmental Police, and NEMLEC, as well as many other assets and vessels from Cape Ann and across the North Shore.

Classes for Would-be Basketball Officials

Board 130 of the International Association of Approved Basketball Officials (IAABO) will host
classes for anyone interested in becoming a certified basketball official. The classes will be held
at 895 Boston Road, Haverhill on October 5, 6, 13 and 14 at 6:30 p.m. The course and exam for
prospective referees are conducted online at iaabou.org. Those who attend the classes and
pass the exam will receive $50 off their first year of membership with IAABO Board 130, which
includes all of Essex County.

Essex D.A.’s Office: Boat Rescue Efforts and Fatality Along Coast Off of Manchester-by-the-Sea

MANCHESTER -BY-THE SEA – The Office of Essex County District Attorney Paul F. Tucker and Manchester Police Chief Mark McCoy can confirm that, just before 4:30 p.m. on Saturday, October 3, the U.S. Coast Guard received reports of a vessel in distress off Singing Beach in Manchester -by-the-Sea. Three male passengers and one dog entered the water. Two males – 67 and 65 years of age – were located and transported to area hospitals. The 67-year-old male has since been declared deceased. A third male passenger, age 37, is still missing. The dog has been located and is alive.

Coast Guard Station Gloucester, Coast Guard Air Station Cape Cod, Boston Harbormaster, Salem Harbormaster, Beverly Harbormaster, Manchester-by-the-Sea Harbormaster, Gloucester Harbormaster, Massachusetts State Police, Gloucester Police Department, Beverly Fire Department and its dive team, and the Massachusetts Environmental Police responded.

U.S. Attorney’s Office: Lynn Man Arrested and Charged for Receipt of Child Pornography

Defendant previously convicted of abuse of minors and child pornography

BOSTON – A Lynn man has been arrested and charged with allegedly receiving child sexual abuse material (CSAM).

Zachary Brodeur, 37, was charged by criminal complaint with one count of receipt of child pornography. Following an initial appearance in federal court in Boston on Sept. 29, 2026, the defendant remains detained in state custody on related charges.

According to the charging documents, Brodeur was identified in an online chatroom in which he engaged with a law enforcement agent posing as a 14-year-old boy.

It is alleged that during a subsequent search of Brodeur’s cell phone, approximately 138 videos depicting CSAM were located in the phone’s downloads folder. It is further alleged that the videos depicted minors between the ages of five and 11 years old. Brodeur was convicted as a Youthful Offender for rape of a child and possession of child pornography in Massachusetts state courts.

The charge of receipt of child pornography provides for a sentence of at least 15 years and up to 40 years in prison, at least five years and up to a lifetime of supervised release and a fine of up to $250,000. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

United States Attorney Leah B. Foley and Ted E. Docks, Special Agent in Charge of the Federal Bureau of Investigation, Boston Division made the announcement. Valuable assistance was provided by the Lynn Police Department and the Scituate Police Department. Assistant U.S. Attorney Catherine Conroy of the Major Crimes Unit is prosecuting the case.

This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse, launched in May 2006 by the Department of Justice. Led by the U.S. Attorneys’ Offices and the DOJ’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state and local resources to locate, apprehend and prosecute individuals who exploit children, as well as identify and rescue victims. U.S. Attorney’s Office: Previously Convicted Lynn Man Sentenced to More Than Three Years in Prison for Firearm and Ammunition Offense

Defendant possessed two ghost guns and a stolen pistol

BOSTON – A Lynn man with multiple prior criminal convictions was sentenced yesterday in federal court in Boston for unlawfully possessing firearms and ammunition.

Derrick J. Poe, 41, was sentenced by U.S. District Court Judge Brian E. Murphy to 40 months in prison, to be followed by three years of supervised release. In April 2026, Poe pleaded guilty to one count of being a felon in possession of firearms and ammunition after being charged by criminal complaint in February 2026.

Between Dec. 2, 2025 and Dec. 18, 2025, Poe distributed crack cocaine to undercover law enforcement in three separate controlled purchases in Salem, Mass. Poe was arrested after the third controlled purchase. A subsequent search of Poe’s Lynn residence resulted in the recovery of suspected crack cocaine and other evidence of drug distribution as well as three firearms and ammunition. Two of the firearms were privately made polymer-80 pistols, bearing no serial numbers, which are commonly referred to as “ghost guns.” The third firearm was a Springfield Armory 9mm pistol that had been reported stolen from Columbus, Ohio:

Poe is prohibited from possessing firearms and ammunition due to multiple prior felony convictions, including in Alabama. These include a 2006 conviction for unlawful possession of a controlled substance and robbery as well as a 2012 conviction for receiving stolen property. Poe received concurrent 10-year and 20-year sentences for the 2006 drug and robbery offenses – sentences which were later suspended and he was ordered to serve four years in prison followed by four years of supervised probation. As for the 2012 receipt-of-stolen-property offense, Poe received a 69-month prison sentence that was suspended, with credit for time served, and was placed on probation for 60 months. In 2016, he was convicted in Massachusetts state court of possessing Class B drugs with intent to distribute.

United States Attorney Leah B. Foley and Thomas A. Greco, Special Agent in Charge of the Bureau of Alcohol, Tobacco, Firearms & Explosives, Boston Field Division made the announcement. Healey-Driscoll Administration Celebrates Groundbreaking for Nearly 500 New Homes on Salem State South Campus

First phase of major redevelopment will transform surplus state property into new housing while supporting Salem State University’s campus modernization

SALEM — Today, Lieutenant Governor Kim Driscoll joined state and local officials and development partners Vivmark Residential (formally Avalon Bay Community, Inc.) and WinnDevelopment at Salem State University to celebrate the groundbreaking for nearly 500 new homes to be built on the surplus South Campus.

The redevelopment will transform approximately 23 acres of surplus state-owned land along Harrison Road and Loring Avenue into 473 new rental homes over two phases. The project is part of the Healey-Driscoll Administration’s State Land for Homes initiative, which is accelerating the development of surplus and underutilized public property into new housing across Massachusetts.

“Today’s groundbreaking is another important step in our work to build more homes and lower housing costs across Massachusetts,” said Governor Maura Healey. “We’re putting state-owned land to work to create nearly 500 new homes in Salem while supporting the future of Salem State. This is exactly the kind of partnership we need to build the housing our communities need and make Massachusetts more affordable.”

“This groundbreaking represents exactly what our State Land for Homes initiative is designed to accomplish — taking state property that is no longer needed for its original purpose and putting it to work creating homes,” said Lieutenant Governor Kim Driscoll. “As a former mayor of Salem and a proud Salem State alum, I know what this campus means to the community. This redevelopment will create hundreds of new homes, support Salem State’s future and make productive use of land that has served generations of students.”

The first phase of development, Avalon Salem, will create 340 new rental homes, 20 percent of which will be made available to households with incomes at or below 80 percent Area Median Income (AMI) and at or below 60 percent AMI. Construction is anticipated to begin this Winter.

The second phase, WinnDevelopment’s Forest River Residences, will bring at least 133 additional homes to the former South Campus. A minimum of 40 percent of those units will be made available affordable to households with incomes at or below 60 percent AMI, and this phase is expected to close in 2028. “Our State Land for Homes initiative is an innovative tool for turning underused public land across Massachusetts into much needed housing,” said Housing and Livable Communities Secretary Juana Matias. “Here in Salem, that means nearly 500 new homes, including affordable options for individuals and families who otherwise might be priced out. The Healey-Driscoll Administration is using every tool available to build more housing, lower costs and give more people the opportunity to stay in the communities they love.”

The redevelopment also advances Salem State University’s efforts to modernize its campus. Proceeds from the sale of the South Campus property will support major capital investments on Salem State’s North Campus as part of SSU BOLD, the university’s long-term effort to consolidate its footprint, and address campus infrastructure needs.

“Today’s event marks another exciting day for Salem State University, and an exciting day for the city of Salem and the Commonwealth of Massachusetts,” said Salem State University President John Keenan. “With the help of our partners at DCAMM and with the leadership and support of the Massachusetts legislature, we are the first public campus in the state to surplus a major parcel, allowing the city of Salem to meet its housing needs while also allowing the university to reinvest the sale proceeds in more strategic and much-needed campus infrastructure projects.”

“This project is a fantastic example of a thoughtful strategic partnership that aligns multiple state, local, and campus priorities,” said DCAMM Commissioner Adam Baacke. “As a significant component of the State Land for Homes Initiative, it will produce much needed housing for the region in addition to saving on operating expenses for the university, reducing the Commonwealth’s climate impacts, and reinvesting in teaching and learning facilities all while decarbonization the main campus.”

“Getting started on Avalon Salem marks an exciting milestone — not just for our development team, but for everyone who helped make this possible,” said Senior Vice President of Development at Vivmark Residential, David Gillespie. “This community is a testament to what strong partnerships can achieve, and we can’t wait to bring these first 340 apartment homes to life in one of the North Shore’s most vibrant cities.”

“The redevelopment of Salem State’s South Campus, and the partnerships that made it possible, show that the Healey-Driscoll Administration’s strategy of repurposing underutilized public property is a powerful tool for meeting the need for quality, affordable housing.” said WinnDevelopment President Adam Stein.

The South Campus redevelopment is part of the Governor Healey’s broader strategy to tackle the housing shortage, lower costs and create more homes in communities across Massachusetts. Through historic housing investments, new tools to support local production and initiatives like State Land for Homes, the administration is working to unlock housing opportunities wherever possible. In its first year, State Land for Homes has already advanced plans for more than 5,600 new homes by putting surplus and underutilized public property to work. The project also follows another recent state and local partnership to unlock housing and preserve historic properties in Salem. In August 2026, DCAMM and the Salem Redevelopment Authority closed on the sale of the former Salem Superior Court and County Commissioners buildings at 32-34 Federal Street to WinnDevelopment. The redevelopment will revitalize the historic buildings while repurposing them for new uses.

The courthouse redevelopment also leverages The Exchange, WinnDevelopment’s 115-unit mixed-income housing development across the street on the former Crescent Lot. The SRA strategically engineered the larger housing development opportunity to complement the reuse of the historic courthouse properties, demonstrating how cooperation among state and local officials and their private partners can result in complementary housing, community development, and historic preservation benefits.

Since taking office, the Healey-Driscoll Administration has made increasing housing production and lowering housing costs a top priority. Governor Healey signed the $5.16 billion Affordable Homes Act, the largest housing bond bill in state history, and released Massachusetts’ first statewide housing plan, which sets a goal of creating 222,000 homes by 2035. Massachusetts added more than 34,500 new homes in 2025, and the administration continues to advance new housing through investments in affordable and public housing, accessory dwelling units, commercial conversions, transit-oriented development and other tools to help communities build more homes.

City of Salem offers free 30-day Bluebikes memberships during October

Bike share membership available to anyone who lives or works in Salem

SALEM, MA – With the arrival of the 2026 October season, Salem Mayor Dominick Pangallo announced today that the City of Salem is offering a free 30-day Bluebikes membership for anyone who lives or works in Salem. The membership includes unlimited 45-minute rides for up to 30 days and is available effective immediately. There is a $0.10 per minute charge for each additional minute after the first 45 minutes. Passes are limited and will be provided on a first come, first served basis while supplies last. Please note that e-bike rentals, should they be available, are not free of charge – they would be charged at $0.10 per minute.

“We’re excited to partner with Bluebikes to again offer free October rides to Salem residents for the fifth year now, and to offer the program for a fourth year in a row to people who work in our community,” Mayor Pangallo said, “I am grateful to City Staff members who have worked to make this happen, and I encourage residents and workers to take advantage of this offer for another way to get around in Salem during the busy month of October.”

Bluebikes came to Salem in 2021 with funding from Blue Cross Blue Shield of Massachusetts, Salem State University, and the MassDOT Shared Streets & Spaces program. The system has since expanded to 17 stations at key destinations throughout Salem’s neighborhoods. As a convenient and affordable transportation option for residents, workers, students, and visitors, ridership has continued to expand each year since the program’s launch.

Essex County D.A.’s Office: Two Plead Guilty to Charges Tied to 2025 Armed Jewelry Store Robbery in North Andover

SALEM – In Essex County Superior Court today, two defendants pled guilty to charges stemming from a July 3, 2025 armed robbery of Milos Joyeria in North Andover. The defendants, two of six suspects in the incident, admitted to their role in the robbery, including wearing masks and threatening employees and one customer inside – including, in Abreu’s case, with a firearm in hand. They also admitted to switching vehicles and leading police on a chase on Route 125 in North Andover, which continued onto Route 495 into Lawrence, where they then fled before they were found and arrested.

Before the Hon. John C. Fraser, Yire Abreu, 25, of Bronx, New York, and Wilfred Mordan, 23, of Hazelton, Pennsylvania each pled guilty to armed and masked robbery, five counts of assault with a dangerous weapon, possession of a firearm while in the commission of a felony, carrying a firearm without a license, possessing a large-capacity-feeding device, and possessing a loaded firearm. Judge Fraser sentenced Abreu to 10 to 12 years in state prison on the armed and masked robbery indictment, concurrent prison time on other firearms offenses, and three years’ probation from and after release from prison on each of the assault by means of a dangerous weapon indictments.

Mordan was sentenced to seven years to seven years and one day in state prison on the armed and masked robbery indictment, concurrent prison time on other firearms offenses, and to three years’ probation from and after release from prison on each of the assault by means of a dangerous weapon indictments. Both defendants’ probation terms include orders to stay away from and have no contact with victims in the case as well as the jewelry store, and to seek and maintain employment. Other defendants alleged to have been involved in the incident are also facing charges.

Assistant District Attorney Stefanie Stanbro prosecuted the cases on behalf of the Commonwealth. Mordan was represented by attorney Meredith Reeves, while Abreu was represented by attorney William Hernon. In addition to the North Andover Police Department and the Lawrence Police Department, the response to the incident involved collaborative efforts by the Methuen Police Department, Essex County Sheriff’s Department, the Massachusetts State Police Air Wing, Drone, and K9 units, and the Federal Bureau of Investigation.
